Police report raises new assault allegation against Starfish Recovery’s Frank Bellanger

A newly obtained, redacted police report documents a woman’s assault allegation against Frank Bellanger, owner and CEO of Starfish Recovery & Wellness. The report classified the February 2025 incident as a simple assault, but noted the officer responded to a potential sexual assault.

A Mugshots.com page ties Frank Bellanger to DOB 06/12/1983 with SBI #000413611C and an Admission Date of 7/11/2008, noting “Released by Court – TALBOT” (Talbot Hall is an NJDOC re‑entry/halfway facility in Kearny). That SBI number lets a prosecutor or court clerk pull exact dockets/dispositions.

    A woman’s death (treated as accident): There’s an 18‑year‑old Kathryn Lyn Sheppard (Katie) from Brigantine/Galloway, NJ who died Nov 13, 2004, with obituary lines and a memorial indicating “Katie and Baby.”

  2. I would love to know how his silly ass got out of this charge. He was never arrested. Must have attempted to turn it into a he said she said thing
